ALBANY, NY — The New York State Conference of Blue Cross and Blue Shield Plans (NYSCOP) issued a statement regarding three new healthcare mandates signed by Governor Kathy Hochul, effective January 1, 2026. While NYSCOP recognizes the intent behind these new requirements, it warns that the continuous addition of these new mandates is exacerbating an already critical healthcare affordability crisis for New York families and businesses.
New York State already imposes over 70 mandates on private insurance, one of the highest totals in the nation. With the implementation of these new edicts, the cumulative financial burden threatens to drive monthly premiums even higher at a time when many New Yorkers are already struggling to keep up with the rising costs of healthcare.
“New Yorkers are facing a very real healthcare affordability crisis,” said Lev Ginsburg, Executive Director of NYSCOP. “We must be honest about the economics. Every time the state adds a new mandate, it increases the underlying cost of insurance. With over 70 mandates already in place, the cumulative effect is a significant and unsustainable increase in premiums for every individual and small business in the state.”
NYSCOP remains committed to ensuring New Yorkers have affordable access to high-quality care. We urge New York lawmakers to consider more holistic approaches to healthcare affordability that address the root causes of rising hospital and pharmaceutical costs, rather than continuing to add mandates that ultimately increase the financial burden on the policyholders themselves. We must find a balance that provides essential coverage without pricing New Yorkers out of the very insurance they rely on.
